Purpose
The purpose of this task is to conduct an assessment of the local and regional health care and social service systems to determine existing capacity to accommodate demand due to BRAC 2005 in areas such as medical, dental, mental health, family counseling, childcare, and other social services. The study will identify projected service level increases required to address anticipated population growth along with an action plan for improved coordination and implementation.
Research
The Consultant Team will gather data from, and conduct meetings with, the following:
- Local and state medical societies;
- Paramedical societies;
- Hospitals;
- Federal health care facilities;
- Clinics and major outpatient facilities;
- The State Health Planning Organization;
- The Department of Public Health;
- The Department of Human Resources;
- Regional United Way organizations; and
- Health insurance companies.
The Consultant Team will also meet with, and gather data from, regional centers of higher education to quantify current health care and social service education capabilities.
Work Products

A draft report summarizing the current service levels and projected increased demand for health and social services will be submitted within nine months of the notice to proceed. The report will identify service and facility gaps, and identify plans of action to resolve current and projected service deficiencies or shortfalls. Areas of possible regional cooperation to address needed health and social services will also be discussed |

A final report will be submitted on or before December 1, 2008. This report will be made available to health and social service providers to take the necessary actions needed in responding to the increased demand due to the BRAC 2005 impact.
