Purpose
The purpose of this task is to identify critical issues and key areas of concern across the region related to the anticipated growth at Redstone Arsenal through a regional visioning process. This visioning process component will serve to tie the broader impact region and the primary study area together.
Research
The Consultant Team will organize and facilitate a visioning process that will focus on the future impact of the growth of Redstone Arsenal. We will begin by listening to input from the Project Director and working with the Advisory Committee and the Elected Officials Council to develop a list of stakeholders who will be invited to the regional visioning workshops. The Consultant Team will then create an efficient process for invitations and follow-up. Those invited will be representative of the primary study area as well as the broader impact region. The list will include elected and appointed officials, leading businesses, civic groups, all levels of education, transportation planners, real estate brokers and developers, economic and community development practitioners, utility representatives, arts and culture organizations, representatives of health and social service agencies, law enforcement, public safety and local planners.

The Visioning Kick-off event will be held in Madison County. The Consultant Team will conduct the following:

Prepare PowerPoint presentations that: |

- Present the purpose and desired outcome of this planning process;
- Share some initial results of TASK 1 - ISSUE IDENTIFICATION AND ASSESSMENT OF EXISTING CONDITIONS;
- Make a brief presentation on key global and national trends likely to impact the region; and
- Identify the value of determining a “shared vision” for the region with respect to regional-level issues, particularly as they relate to the changes from the growth of Redstone Arsenal.

Train a cadre of small group facilitators to assist in the Visioning Kick-off event and the other regional visioning workshops. |

Set-up and facilitate the Visioning Kick-off event that will provide an opportunity to: |

- Present the purpose and desired outcome of this planning process;
- Share some initial results of TASK 1 – ISSUE IDENTIFICATION AND ASSESSMENT OF EXISTING CONDITIONS;
- Make a brief presentation on key global and national trends likely to impact the region;
- Discuss the value of determining a “shared vision” for the region with respect to regional-level issues, particularly as they relate to the Redstone Arsenal; and
- Brainstorm in facilitated small groups on what the participants consider to be these key regional-level issues. These would become the focus of the visioning workshops in subsequent workshops around the region.

Following this Visioning Kick-off event, the Consultant Team will prepare a summary that will serve as the platform for the subsequent visioning workshops.
The Consultant Team will organize, coordinate and facilitate half-day visioning workshops to supply an understanding of this regional undertaking to gain buy-in and support. A workshop will be held in each of the following: Madison County, Morgan County, Limestone County, Jackson County, Marshall County, Cullman County, and The Shoals area. One workshop will be held for Lawrence, Giles, and Franklin counties in Tennessee.
The agenda for these visioning workshops will include:

Brief review of the results of the study to date. |

Brief presentation on global and national trends related to the Tennessee Valley Region and on changes accompanying the anticipated growth of the Redstone Arsenal. |

A facilitated small-group consensus-building visioning exercise based on levels of priority. (Note: This will not be just a composite listing of numerous improvements and changes that people would like to see happen.) |
Based on the Visioning Kick-off event and the visioning workshops, the Consultant Team will craft the vision for the TVRGCP. Local nuances will be noted. This vision statement will be circulated among the members of the Consultant Team for review and will be modified accordingly. It will then be circulated among the Advisory Board and Elected Officials Council for review and comments.
The Consultant Team will subsequently meet with the Advisory Board and Elected Officials Council in a joint meeting to discuss the vision statement with the intent of reaching a general consensus. This final vision statement will be published in local newspapers and on appropriate websites for public review and input.
Work Products
- A schedule of meetings that will be held.
- PowerPoint visioning presentations.
- Preliminary draft reports detailing the information gathered at the visioning meetings will be submitted within three weeks from each meeting date.
- A written vision statement based upon all the preceding steps.
- A final report developed from the consolidated preliminary findings will be submitted no later than eleven months from the notice to proceed.
