The Consultant Team will spend several days working together in Huntsville to draft a unified and consistent document for the TVRGCP. This plan will focus on the priority regional issues identified in the Regional Visioning and Regional Summit meetings. The Consultant Team will develop goals, measurable outcomes, actions, and performance measures.

The various organizations comprising the Consultant Team will flesh out the initial draft of this plan based on their specific areas of consulting responsibility. Consideration will be given to determining who is responsible for implementing each action, an estimation of costs and sources of funding for that implementation, timing, and the measurable results of that action (i.e., the benefits gained to the region from its completion).
